seems like drafting players is no game of musical chairs and some teams use business techniques to do their drafting otherwise how do you explain choosing Mario Williams over Reggie Bush by the Texans.

It's possible that they use business deals. If another team wants the player, maybe they make a deal with the team before them in the draft to not select that player.
